Overview
ROC Vox Recording & Production, LLC is a full-service video production and live streaming studio based in Bushnell’s Basin, NY. We have been producing live coverage of Village of Fairport meetings for WhatsUpFairport.com, giving us direct familiarity with your boardroom, your meeting formats, and the production quality improvements that are within reach.
This proposal outlines a phased engagement designed to deliver an immediate and professional upgrade to the Village’s live stream and recorded meeting archive - starting with your existing equipment and evolving into a full broadcast-quality production environment over time.
What ROC Vox Brings to the Table
Ecamm Live - Professional Streaming on Mac
We will transition the Village’s live stream production from XSplit to Ecamm Live, running on ROC Vox’s own Mac hardware during Phase 1. Ecamm is a professional-grade broadcast platform for Mac that gives us:

ROC Vox will design and produce a complete branded graphics package for the Village of Fairport, including:

Post-Production for Vimeo Archive
Before each meeting recording is uploaded to Vimeo, ROC Vox will review and prepare the file. This includes trimming pre-roll and dead air, correcting any technical issues, and ensuring the final archive is a clean, professional record of the meeting. Delivery within 24 hours of meeting end.
ROC Vox will also provide a transcript of each meeting recording for archival, accessibility, and reference purposes.
Social Media Clips
Upon request, ROC Vox can pull short-form clips from any recorded meeting and format them correctly for Instagram Reels, Facebook, YouTube Shorts, or other platforms. This is available as an optional add-on service and quoted per clip or on a monthly basis depending on volume.
ROC Vox Studio Access
ROC Vox’s studio facility on Kreag Road in Bushnell’s Basin includes a full range of professional live streaming and video production equipment. For special events, town halls, public hearings, or productions that require capabilities beyond the boardroom setup, our studio resources are available with advance notice and a separate project quote.
Engagement Structure
Phase 1 - First 90 Days (Months 1-3)
ROC Vox takes over live stream production using the Village’s existing Sony PTZ camera and PTT microphone/mixer chain, operated through Ecamm Live on our own Mac. You get a dramatically improved production - consistent graphics, clean audio, seamless remote participants - with zero capital expenditure from the Village.

At the conclusion of 90 days, ROC Vox will conduct a full assessment and present a formal equipment recommendation for Phase 2, including specific camera models, infrastructure, and pricing.
Phase 2 - Months 4-12 (Multi-Camera Upgrade)
Phase 2 introduces a permanent, boardroom-installed two-camera PTZ system driven by a dedicated Mac Mini production machine. The result is a dynamic, multi-angle broadcast presenting Village meetings at a level of professionalism consistent with a modern, transparent local government.

Phase 2 Equipment - Two Ownership Options
The Village has two options for the Phase 2 equipment package. In both cases, ROC Vox handles procurement, installation, configuration, and ongoing maintenance.

The Village of Fairport purchases the equipment outright. ROC Vox handles procurement, installation, configuration, and ongoing maintenance. All equipment is Village-owned from day one. Note: Ecamm Live Pro and Final Cut Pro are annual/one-time software licenses tied to the production machine.

Terms
- A signed service agreement is required prior to the first production.
- Monthly retainer is invoiced on the 1st, due within 15 days.
- Annual contract billed monthly or quarterly - Village’s preference.
- 60 days written notice required to cancel or modify the annual agreement.
- Equipment upgrade recommendations delivered at the end of the 90-day Phase 1 period are advisory. Equipment purchase decisions remain with the Village.
